Russia Oil Price Cap Sanctions Underwriting Checklist

Purpose

Reusable referral checklist for marine cargo, hull, and P&I/liability submissions involving Russia-linked crude oil, petroleum products, LNG/oil-product movements, shadow-fleet indicators, or maritime-services sanctions risk.

1. Submission facts to capture

• Cargo: exact commodity, HS/commodity code, origin, load/discharge/transshipment ports, seller/buyer/consignee/end-user, invoice/price basis.
• Vessel: IMO, name, prior names, flag, class, P&I provider, owner/manager/operator, age, inspection/class status.
• Voyage: route, dates, STS plan, port calls, AIS track, deviations, dark activity, security/war-risk areas.
• Parties: insured, broker, charterer, shipowner, manager, trader, bank, beneficiary, beneficial owners.
• Documentation: sanctions-screening report, price-cap attestation where relevant, invoices, bills of lading, charterparty excerpts, P&I/class certificates.

2. Red flags requiring referral

• Russia-origin or unclear-origin oil/oil products; blending/transshipment used to obscure origin.
• Unusual STS transfers, AIS gaps/manipulation, inconsistent voyage history, loitering near high-risk STS zones.
• Recently changed vessel name/flag/class/ownership/management or single-vessel shell company structure.
• Non-IACS or questionable class; aged tanker; inconsistent or unverifiable certificates.
• P&I provider appears unproven, undercapitalized, opaque, non-continuous, or unable to evidence CLC/OPA pollution capacity.
• Counterparty refuses beneficial ownership, price, cargo origin, or vessel documentation.
• Request to backdate, broaden route wording, omit ports/vessel IMO, or rely only on generic sanctions warranty.

3. Underwriting decision gates

Decline / stop pending legal review

• Named sanctioned party/vessel or clear prohibited-service nexus.
• Insufficient documentation for price-cap relevant trade.
• Evidence of AIS manipulation or deceptive shipping with no credible safety explanation.
• P&I/class documentation cannot be validated.

Refer to senior underwriter + compliance

• Any Russia oil/shadow-fleet nexus not captured above as automatic decline.
• Oil cargo with complex transshipment/blending chain or opaque ownership.
• High-value accumulation, sensitive route, or treaty/reinsurance uncertainty.

Possible proceed only if cleared

• Current sanctions/legal clearance obtained.
• Complete vessel, counterparty, cargo, price/attestation, and route evidence retained.
• Policy wording explicitly reviewed for sanctions, legality, war, detention/confiscation, non-disclosure, and claims-payment limits.
• Reinsurance response checked where exposure is material.

4. Claims / exposure reminders

• Sanctions clause may affect claim payment/performance even if the physical loss is otherwise covered.
• Pollution, wreck removal, GA/salvage, collision, port closure, detention, and cargo deterioration can accumulate across cargo/hull/P&I/reinsurance.
• Claims investigation should preserve AIS, STS, cargo-origin, invoice, class/P&I, and counterparty evidence early.

5. AI/DX control requirements

• AI may triage and summarize documents but must not issue sanctions clearance or bind cover.
• Output must separate facts, inference, assumptions, missing evidence, and recommended action.
• Every high-risk result should contain source links and “검증 필요” for live legal/wording uncertainty.
